If my internet is bad but i get a good Computer will it balance out the online gameplay?

I have an old computer that runs Warcraft 3 fine when it’s not online. But when it is online it is really bad. The game lags like no tomorrow. I think its the internet. If I get a better computer, with a better graphics card and ram, would the game run smoothly with the same internet.
